Shannon S. Calhoun
Shannon is a distinguished healthcare executive with over 30 years of experience in the industry. She is a leader of collaboration and collaboratives that develop strong relationships and build consensus throughout multiple organizations.  Shannon is passionate about rural healthcare and healthcare transformation. She was successful in creating a Virtually Integrated Delivery System of 13 hospitals and had record success in creating economies of scale and scope while protecting financial autonomy for participating providers. Shannon also has a deep understanding of collaborative ACOs and has worked in the field for the last 10 years.
Shannon received her Coaching Certificate from Columbia Coaching Institute in 2017. She has leveraged her training in accountable care organizations, the organizations she was employed and in global health care organizations.
Her work includes the development of a rural PPO network, provider/payor contracting and credentialing, fee strategy development, direct contracting with employers, and development of a strategy for CHIP and Medicaid. It also encompasses
the growth of networks for national ACO enablement companies. Much of Shannon's work focuses on programs that better position providers for healthcare payment and delivery reform.
Shannon served as Vice President, Network Development at National Rural Accountable Care Consortium, a Transforming Clinical Practice Initiative (TCPI) grantee of the Centers for Medicare and Medical Innovation (CMMI). This program assists clinical practices, rural health clinics and federally qualified health centers in readying for participation in value-based payment models.
She also served as Vice President, Business Development for Caravan Health and Regional Vice President of Growth for Aledade, both national leaders in the transformation and implementation of innovative healthcare models for supporting quality, cost-effectiveness, and health promotion for the improvement of the well-being of patients served by rural and community health systems, and independent physician practices.
Shannon served 20 plus years as CEO of Southeast Texas Health System, a network owned by 13 independent hospitals. She was responsible for the development of virtual integration, where hospital members utilize the network’s business lines to access enterprise solutions while maintaining financial autonomy. The foundation of her work was for developing business lines for networks that create sustainable solutions for both the network and the network's healthcare members.
Shannon is by appointment of the Governor of Texas a member of the board of the Texas Health Services Authority and serves as chair of the board. The Authority’s purpose is promoting, implementing, and facilitating the secure electronic exchange of health information in the State of Texas. The purpose is accomplished through its state-level health information exchange (HIE) and privacy and security certification and supporting programs.
